At the next meeting of the expert council for the protection of the rights of consumers of financial services at the Central Bank, they discussed possible ways to protect clients of financial organizations from theft of money through fraudulent activities. What proposals were discussed at the meeting and what do the experts think about them — in the material aif.ru.

What will happen to transfers in the amount of more than 10 thousand rubles?

According to Izvestia, the main proposal was to introduce an intermediate account, where the money will be stored until the transfer is confirmed . To confirm the operation and send money further, the client will need to use a pin code or confirm the transaction in some other way. This applies to amounts exceeding 10 thousand rubles.

Opinions of council members and other experts were divided. Chairman of the Council of the Finpotrebsoyuz Igor Kostikov announced the need to take additional measures.

Member of the Expert Council and Project Manager of the ONF “For the Rights of Borrowers” Evgenia Lazarevapointed to the need to refine the initiative, but noted that similar accounts that use marketplaces to ensure a secure transaction are working successfully.

Deputy Chairman of the Expert Council Elman Mehdiyev and disagreed with her opinionHead of Research at the Skolkovo-NES Center for Financial Technology and Digital Economy Research; Ekaterina Semerikova — experts believe that this method was created specifically for online sales. In addition, the practice when the client himself provides fraudsters with verification codes is very difficult to eradicate.

What kind of “cooling off period” is it? offers the Central Bank?

Given that fraudsters most often use sociological and psychological techniques to obtain confidential information from a person: three digits on the back of a card, an account transaction confirmation code, the Central Bank believes that it is necessary to give the client time to realize his actions.

C To this end, the Central Bank has prepared a draft law that provides for freezing funds for two days, so that the sender can take a sober look at the situation and, if necessary, cancel the transfer of funds, Izvestia reported. press service of the regulator.

What is the list of trusted persons to whom you can transfer money in a simplified manner?

This method was proposed by the head of the ONF project “For the Rights of Borrowers” Evgeny Lazareva. It consists in compiling a list of trusted persons to whom it will be possible to transfer money without confirming transactions. It is assumed that customers can include in the list several phone numbers to which money is most often transferred. Such transactions will need to be confirmed with a code from the SMS.

What do they propose to do to make fraud cases investigated more efficiently?

It is proposed to establish interaction between customers, banks and law enforcement agencies. Alexey Voylukov, Vice President of the Association of Banks of Russia, explained to Izvestia that now the procedure for investigating fraudulent activities is being delayed due to the long transfer of information on transactions by banks. Due to the untimely submission of evidence, scammers manage to confuse the movement of funds so that they can no longer be returned.

Kostikov believes that banks should provide assistance to their customers and law enforcement agencies. In this regard, experts suggest sending statements about fraudulent activities through the call centers of banks, so that at the same time the bank transmits information about transactions with the client's money.

To create such a system, two important initiatives need to be implemented:

  • Create an electronic document management system between the Central Bank, banks, law enforcement agencies and courts. Such a scheme will make it possible to quickly freeze money in the accounts of fraudsters by court order.
  • Introduce changes to the legislation, defining the role of banks as protectors of customers. If the Russian agrees that the bank represents his interests, it will not be necessary to obtain the consent of the client to transfer each document to the law enforcement agencies — this will reduce the time for collecting evidence.

The Central Bank recalled that the State Duma adopted in the first reading a law on interaction between the main financial regulator and the Ministry of Internal Affairs on preventing theft from bank cards. It is assumed that the Ministry of Internal Affairs and the Bank of Russia through the FinCERT system will be able to quickly exchange details of transactions and parties of transfers — as a result, it is planned to suppress fraudulent actions immediately along the chain of accounts.
