This method was proposed by the head of the ONF project “For the Rights of Borrowers” Evgeny Lazareva. It consists in compiling a list of trusted persons to whom it will be possible to transfer money without confirming transactions. It is assumed that customers can include in the list several phone numbers to which money is most often transferred. Such transactions will need to be confirmed with a code from the SMS.

What do they propose to do to make fraud cases investigated more efficiently?

It is proposed to establish interaction between customers, banks and law enforcement agencies. Alexey Voylukov, Vice President of the Association of Banks of Russia, explained to Izvestia that now the procedure for investigating fraudulent activities is being delayed due to the long transfer of information on transactions by banks. Due to the untimely submission of evidence, scammers manage to confuse the movement of funds so that they can no longer be returned.

Kostikov believes that banks should provide assistance to their customers and law enforcement agencies. In this regard, experts suggest sending statements about fraudulent activities through the call centers of banks, so that at the same time the bank transmits information about transactions with the client's money.

To create such a system, two important initiatives need to be implemented: 

  • Create an electronic document management system between the Central Bank, banks, law enforcement agencies and courts. Such a scheme will make it possible to quickly freeze money in the accounts of fraudsters by court order.
  • Introduce changes to the legislation, defining the role of banks as protectors of customers. If the Russian agrees that the bank represents his interests, it will not be necessary to obtain the consent of the client to transfer each document to the law enforcement agencies — this will reduce the time for collecting evidence.

The Central Bank recalled that the State Duma adopted in the first reading a law on interaction between the main financial regulator and the Ministry of Internal Affairs on preventing theft from bank cards. It is assumed that the Ministry of Internal Affairs and the Bank of Russia through the FinCERT system will be able to quickly exchange details of transactions and parties of transfers — as a result, it is planned to suppress fraudulent actions immediately along the chain of accounts.
